Papua New Guinea issued a series of surcharges, some for first class postage and some for common higher rates up to 90 Kina in 2014.
Additionally, at the beginning of 2015 when there was a rate change they locally produced 5t and 20t stamps as make up rate stamps.
I first became aware of these developments in by August 2014, and started writing an article then, which was subsequently published this year in Linn's Stamp News. Thanks to Linn's Stamp News for allowing me to reproduce it here.
